Home Performance with ENERGY STAR rebates
The current incentive sheet lists standard heat pump rebates of $800 for Tier 1 and $1,600 for Tier 2. Assisted Home Performance amounts are $1,200 and $2,200. Central AC, mini-split, hybrid-system, and heat pump water heater incentives have separate limits.
Who may qualify
The Home Performance with ENERGY STAR program covers qualifying Delaware residential properties. The registered homeowner, or a tenant with owner approval, must complete the program's home energy assessment before work starts and use qualified equipment installed through a participating contractor or Energy Advisor.
Equipment rules
Standard Tier 1 heat pumps require at least 16 SEER2, 11.5 EER2, and 7.8 HSPF2 with multi-stage capacity. Tier 2 requires at least 17 SEER2, 12.0 EER2, and 8.2 HSPF2. Mini-splits, 4- and 5-ton systems, central AC, hybrid systems, and heat pump water heaters use their own published requirements.
Contractor rule
A program-participating contractor must recommend and install the qualifying equipment. Self-installed upgrades and work completed before the assessment do not qualify for Home Performance incentives.
How to apply
Start with the required home energy assessment. After reviewing the report, select a participating contractor and sign the project agreement. The contractor submits the rebate reservation before work and completes the rebate paperwork after the final inspection.
Pre-approval
A rebate reservation approval is required before installation. The program says incentives are not guaranteed until it confirms the reservation, and approvals depend on available funds.
Timing and funding
Energize Delaware does not publish one calendar-year deadline for every Home Performance project. Funding is first-come, first-served. The current page also advertises a limited 25% incentive bonus that began July 1, 2026, so confirm that offer and the base amount before signing a contract.
Documents to keep
Keep the home assessment, signed contractor agreement, rebate reservation confirmation, equipment model and efficiency records, paid invoice, and final-inspection documents. The contractor submits the final application after inspection.
